I am going to fly to Tokyo in late Dec/ early Jan and will spend 12 days in Japan. Other than Tokyo, what other cities close by I should travel?

Definitely Chida. The most famous spot in Chiba, Tokyo Disney land, (By the way it is funny cuz Disney land is located in Chiba but it calls Tokyo Disney land.)There are lots of super fun attractions, you can really enjoy. As you know, you can find Mickeymouse in some area,

Also it depends on the region, but it is a cold winter from December to March roughly. North of the region (Ex: Tohoku, Hokkaido) but when November and also in April is cold. If you want to enjoy the snow, it is winter in the north of the region is good. The photo is in Hokkaido.
