I think the fastest and most effective way to find them is online. But if you want to find them face to face, then go to a bar that is popular among foreigners is the most effective I think.

I don't know where you are going to visit, but in case you will visit Shinjuku, I reccommend Golden Gai. It's an area where tiny bars are assembled. You can enjoy peculiar atmosphere there. What should I do the night in Kobe ?

If it were Japanese in such situation, we would stay at a cheap "business hotels" such as Toyoko inn, Apa Hotel, etc. Or to go more low price, maybe a guesthouse or hostel? If you like whiskey, try visiting one of weste n style authentic bars in Tokyo. You will be able to try Japanese whiskeys more than Hibiki or Yamasaki. Omoide Yokocho and Golden Gai have great nostalgic atmosphere but maybe too touristic.
