Is it o/k for people to wear shorts in Tokyo and Japanese cities or is considered to be bad dress code.

It's no problem to wear shorts in cities. (Many people wear shorts in summer... summer in Tokyo is so hot!) Though, we don't allow wearing shorts or sandals in business scenes usually. If you are going to nice restaurants or traditional places, it's safer to cover your legs.

Yes, it's still popular in Japan. Once 109 got popular several years ago, it was mainly for young women so called 'garu'. But now 109 has various items meet nawadays trend. Each item is cheap but I don't garantee the quality.
