How about Hantei in Nezu?
They use the old house built more than 100 years ago. They serve "Kushikatsu", it's skewers of different ingredients deep-fried like pork, vegetables, etc. The first set comes with 2,835 yen set and you can order more if you feel more food. (Read through their menu page to understand their system: http://hantei.co.jp/nedu/nedu_kusiage_tabekata.html)
You can have a meal in a traditional house style environment, atmosphere is wonderful and food is nice, and not too expensive.
