If I'm going to Tokyo for 1 week this November, and have 3 days activities with transportation, Do I still need JR Pass to go around Tokyo and its vicinity?

If you plan on staying only in the Tokyo area, it would be uneconomical to buy a JR Rail Pass. It's only worth it if you are going to go to other parts of the country with the Shinkansen bullet trains. Also, many of the railways servicing the Tokyo area are not JR lines, which means the Rail Pass wouldn't do you any good there. You can purchase discounted day passes on most lines; here's a list of those:

I totally agree with Dag, you won't need to buy JR Pass if you stay within Tokyo. If you are planning to use trains a lot within Tokyo, they have 24 hours pass, 48 hours pass, etc as well.
