You could risk it with the train in the morning. You should be early enough to miss morning rush hour traffic. However, your safest bet at that point is to take a cab.

A mixture of the two will also probably work. e.g. take a cab to Shinbashi/Yurakucho/Tokyo Station, use the Yamonote Line (Green) and then the Monorail from Hamamatsu Cho Station to Haneda.

You could also walk from your hotel to Yurakucho/Shinbashi station. It's about a 20-30min walk.

Best of luck!

Japanese train are usually strict about time, but sometimes they delay in the morning because by rush or accidents. It is always safe to plan your schedule to be at the airport 30 min - 1 hour earlier than the time you want to be there. There are STARBUCKS, etc open from the morning so you can have some coffee and wait for the flight.
If you are taking train, walking to Yurakucho Station from your hotel and get on Yamanote Line to Hamamatsucho. Then, transfer to Tokyo monorail. This seems to be the easiest way.
