Here are some ideas:
- Attend on an countdown event
there are multiple countdown event going on New Years's Eve in Tokyo. The event differs every year so you should do some research on what is going on 2017's new years eve.

- Go to Temples and ring "Joya No Kane"
Joya No Kane is a ritual to ring huge bells in temples 108 times on New Years Eve to leave evil desires behind and start a fresh new year. Usually, monks ring bells but some temples, such as Zojoji Temple near Tokyo Tower, are open for visitors to ring the bells.

- Visit Shrines for "Hatsumode"
Hastumode is the first visit to the shrines. many people visit shrines right after it turns into the new year.
