1.It's not technically rude to eat without alcoholic beverages in Izakaya. They offer various soft drinks for those who do not prefer alcoholic drinks and my friends and I often drink soft drinks, too, from the beginning or after drinking few alcoholic drinks. However, usually at least a person in a group orders at least one alcoholic beverages. Depending on the places, staffs may get a little surprised if no one in your group orders alcoholic drinks because it is unusual.
As everyone said, legal drinking age is 20 years old. Underage drinking is strongly prohibited and those under 20 years old can't even purchase alcoholic drinks at stores like supermarkets, convenience stores, and liquor stores.
