Well, if I had 15 hours, I'd be going to every last great place in Tokyo I could. There are over a dozen beautiful traditional gardens, like Koishikawa Korakuen, Rikugien, Kiyosumi, Kyu-Shiba Rikyu, Hamarikyu, Shinjuku Gyoen, and many more. There are also many great places for city views - the Tokyo Skytree is perhaps the most famous, but the priciest, as well as the Mori Building. But there are many more that are free. The Sensoji Temple is very crowded and touristy, but still a lot of fun, plus Meiji Shrine+Garden are nice to walk through. Take advantage of your opportunity!
