Cherry blossoms are really hard to predict. In some years, you can get to see cherry blossoms in Tokyo from the end of March. If you are lucky, you can see sakura flowers in Tokyo, but my feeling is mid-March is too early to view cherry blossoms in Tokyo if you think of the usual trend.
Shizuoka Prefecture is warmer than Tokyo thus it tends to get bloom earlier. For example Izu Kogen.
Kawazu Zakura blooms earlier from end of February but might bee too late in mid-March.

Sakura in Tohoku will be in full bloom from late April. Kyushu I guess about the same time as Tokyo. From late March to early April. Kumamoto Castle seems very beautiful with cherry blossoms.
